1.1.2 Site Description

The Kewaunee Marquette School Site is former school located on a two acre lot in a residential area. The school has been closed and vacant for almost twenty years. The building has progressively fallen into disrepair since it closed. Portions of the roof have collapsed resulting in rain and snow regularly entering the building and structural failure throughout the building. 

1.1.2.1 Location

 

The Site is located at 317 Dorelle Street, Kewaunee, Kewaunee County, WI 54216.  The geographic coordinates for the Site are Latitude: 44.453147, Longitude: -87.503461. The Site is surrounded by single-family homes.  Lake Michigan is approximately 600 feet to the east of the Site.  The neighborhood, bounded by Lake Michigan and Center, Juneau, and Lincoln Streets (which includes the Site building), was listed on the State Register of Historic Places on April 23, 1993 and on the National Register of Historic Places on November 4, 1993.


1.1.2.2 Description of Threat/Removal Site Inspection Results

Hazardous materials abandoned at the Site include arsenic, corrosive materials, flammable materials, friable asbestos, lead, mercury, and PCBs.  Additional information is available in the previous POLREPs and Action Memo.  


2. Current Activities
  2.1 Operations Section
   

2.1.1 Response Actions to Date
This removal action is being conducted in multiple mobilizations.  See POLREPs 1 & 2 for details regarding activities during the first mobilization (October, 2016).

During this reporting period (10/24/16-11/17/16), the following activities were completed:

  • received waste disposal analysis results;

  • evaluated waste disposal bids;

  • verified compliance of selected facilities with the off-site disposal rule;

  • obtained approval of waste profiles;

  • received and reviewed bids for asbestos removal work;

  • consulted with WI Historical Society and Advisory Council on Historic Preservation;

  • met with City and WDNR officials regarding the removal action;

  • remobilized EPA and ERRS personnel to the Site (11/15/16 & 11/16/16);

  • prepared containerized waste for off-site transport;

  • shipped waste to off-site disposal facilities;

  • secured site for winter; and

  • demobilized personnel.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

There are no viable PRPs for this Site.  The property is tax delinquent.  The City is pursuing foreclosure and demolition of the building.

  2.2 Planning Section
   

2.2.1 Planned Response Activities

This removal action will be completed in multiple mobilizations.  The objective of the first mobilization (October, 2016) was to mitigate immediate threats and secure all waste other than the friable asbestos.  Transportation and disposal of the hazardous waste occurred during the second mobilization (November, 2016).  Removal of the friable asbestos and accumulated hazardous (lead and PCBs) floor debris will occur during the final mobilization, expected in April, 2017.  Weather conditions (temperature and snow accumulation) limit when the floor work can be performed due to safety hazards in the failing building and logistical issues associated with frozen waste. 

2.2.2 Issues

The structural issues in the building continue to worsen.  These issues are exacerbated by activity in the building (weak floors are failing when walked on) and winter weather conditions.

    The EPA ERB Sprinter was utilized as on-site command post for the first and second mobilizations.

OSC Halbur is the Safety Officer. The Kewaunee Police Department is assisting with security patrols during off hours.

A multi-agency fact sheet was distributed to the neighbors prior to the start of the removal action. OSC Halbur has met with many neighbors while onsite.  A copy of the Administrative Record is available at the Kewaunee Public Library, 822 Juneau Street.
