For detailed information on the Preliminary Removal Assessment and Site Inspection please refer to the Removal Site Evaluation POLREP (POLREP #2) and the the RSE Site Evaluation Report (2007).

As stated earlier, the Site had a previous Removal Site Evaluation conducted by EPA in June, July, and August of 2007.  Detailed information on that RSE can be found in POLREP #1 and in the Final RSE Report submitted 11/21/2007.  However, a review of that data concludes that the threats posed still remain. After a review of the data generated from the previous site evaluation and the current site condition, ERRB concluded that the site met the criteria as set forth in 40 CFR 300.415 (b)(2) for a time critical removal action.  An Action Memorandum was signed on September 10, 2010 to initiate a time-critical removal action at the Site.

The following actions occurred during this reporting period:

 

• START with the assistance of ERRS finished sampling all ASTs onsite.  In total there are 26 ASTs and 3 tanker trailers.  Of this total, only 2 of the ASTs are empty and 8 contain solids.  An approximate calculation of total volume of materials contained in the ASTs is around 285,000 gallons.
• START also finished hazcatting all of the drums onsite, of which there are 292.  ERRS then segregated the drums into like categories (acids, bases, chlorides, flammables, and non-haz) and over-packed the drums that were either leaking or in a non-shippable condition.
• Samples were taken from several suspect materials to test fo possible asbestos.  One item of concern were some pipe fittings located near the former boiler unit.
• ERRS also repackaged several pallets of diatomite that were located in a back building onsite.  Diatomite is a cancer causing agent when inhaled due to the fine crystalline silica contained within.  Also founds were bags of boric acid.  These bags were palletized and wrapped.
• ERRS also continued to clean site debris.

A PRP was identified and letters notifying potential liability under Section 107(a) of CERCLA were prepared and sent.  The PRP was not able to provide financial assurance to complete the necessary actions at the Site. 

During the next reporting period it is anticipated that work will begin on the sampling and characterization of all of the smaller than 55 gallon containers on-site.  It is also anticipated that the chemical storage closet will be inventoried and lap packed for disposal.  ERRS will continue to clean the site and bulk like materials for future disposal.

    2.2.1.2 Next Steps

Once work is completed in the warehouse, crews will shift to the ASTs and their subsequent removal and demolition.

2.2.2 Issues

A process will need to be developed to handle the materials in the ASTs.  Many of them contain a mixture of liquids and solids.  This poses an issue to being able to pump the materials out of the containers.
