2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

As stated earlier, the Site had a previous Removal Site Evaluation conducted by EPA in June, July, and August of 2007.  Detailed information on that RSE can be found in POLREP #1 and in the Final RSE Report submitted 11/21/2007.  However, a review of that data concludes that the threats posed still remain. After a review of the data generated from the previous site evaluation and the current site condition, ERRB concluded that the site met the criteria as set forth in 40 CFR 300.415 (b)(2) for a time critical removal action.  An Action Memorandum was signed on September 10, 2010 to initiate a time-critical removal action at the Site.

2.1.2 Response Actions to Date

The following actions took place during this reporting period (no activities took place on site during the period of 11/22/10 – 11/26/10 due to the Thanksgiving Holiday):

  • ERRS continued to pump out the ASTs on site.  During this reporting period 11[*] loads of material were shipped off site for an approximate total volume of 59,000 gallons removed since 11/15/10. This total volume was comprised of four separate ASTs from the Site.
  • An ERRS subcontractor arrived on site during the week of 11/30/10 to process the chemicals in the lab and lab closet and to package them for disposal.  During this process some mercury containing equipment was found and added to the other chemicals for disposal.
  • Two truck loads (84 and 77 drums respectively) were also loaded and shipped off the site on 12/2/10.  These loads contained bases, acids, flammables, some non-regulated wastes, and one drum of chloride/acid mixture.


[*] One was returned to site for re-blending due to a high pH reading obtained at the disposal facility

  2.2 Planning Section
    2.2.1 Anticipated Activities

    2.2.1.1 Planned Response Activities

During the next reporting period it is anticipated that the removal of materials from the ASTs will continue. In addition, shears will be brought into site to begin the process of demolishing the ASTs on site and cutting them up for recycling.  In addition, several more loads of drums will be removed from the warehouse for disposal.

2.2.2 Issues

A issue that has arisen during this reporting period is the temperature.  As the temperature drops some of the sludgy materials in the ASTs has become harder to pump.  ERRS and the disposal facility are working on several ideas to help with the flow including trying to inject air into the hose during pumping and possibly trying a process of mixing the materials in the tanks themselves to try and improve flow.  During the next reporting period several of these ideas will be tested.
