On 12-10-2009 at approximately 2:00 pm local time, an above-ground storage tank (AST) at the Calumet Lubricants facility located at 3333 Midway Street in Shreveport, LA caught fire due to unknown causes. Calument Lubricants made a report to the NRC (#925826). The 5,000 barrel AST was reported to contain asphalt at a low volume level. The plant's fire brigade was responding to the incident.
Due to facility's location near a populated area and the potential of the plume producing a inhalation hazard, the R6 Phone Duty Officer, OSC Rhotenberry, requested that OSC Hayes respond to scene for a quick assessment of the situation. OSC Hayes was nearby and could quickly respond.

ACTIONS TAKEN
OSC Hayes arrived at the site at around 1600 hrs on Dec. 10, 2009 and met with Rick Williams of Calumet Lubricants to discuss the incident and situation. Mr Williams reported that workers at the facility were in the process of heating the asphalt in a 50,000 bbl tank in order to transfer it into another tank nearby. A fire was started during the heating process as result, but was significantly minimal and caused no offsite impacts.
Also, the Shreveport Fire Department responded and contained the fire moments after OSC Hayes' arrival. There appeared to be structural damage at the top of AST. However, there were no signs of a release outside the secondary containment. It was reported that about 5 feet of asphalt product was in the tank. LDEQ and the LA state police were on-scene. OSC Hayes talked to residents nearby and they indicated that the plume from the fire caused no off site impacts. OSC Hayes departed the site at around 1730 hrs that same day.
