Betterway Products, a Composite Open Molding operation purchased part of a property that used to be occupied by Hoskins Manufacturing. The Hoskins New Paris facility has had documented spills in which IDEM (Indiana Department of Environmental Management) was overseeing the remediation process. When Hoskins went out of business, the remediation processed ceased, and IDEM and Elkhart County Health department continued to monitor the contamination.

Elkhart County Health Department contacted US EPA with concerns on the site. Both the county health department and IDEM shared the concern of the possibility of the spread of contamination, and it effecting nearby residents. The unsecured facility of hazardous substances also raised concerns on the property.

Hoskins manufactured thermoelectric nickel and chromium alloys in the form of wire, strip and ribbon. Hoskins Manufacturing also has three other plant locations in Mio, Charlevoix, Michigan and Hamburg, Michigan. EPA removal activities are complete at the other Michigan locations.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

On January 14, 2010, US EPA's Joe Kawecki and OSC Mike Beslow, met with Nilia Moberly Green and Harry Atkinson of IDEM, John Hulewicz of Elkhart County Health Department (ECHD), and Bruce Korenstra of Betterway Products.  A walk through of the property was conducted, with Ms. Green and Mr. Hulewicz highlighting their concerns.  Mr Korenstra stated that he would secure the facility.  Mr. Hulewicz agreed to follow up with Betterway Products, to ensure the facility was secured by the agreed upon date. 

2.1.2 Response Actions to Date
   

The current owner of this property, Better Way Products, has contracted Advances Waste Services (AWS) to conduct removal and disposal of hazardous materials from the site.  AWS prepared a site work plan which details the scope of the removal work (see documents section).  On May 1, 2012, AWS mobilized to the site to begin removal activities.  In addition, Weston START mobilized to the site to conduct written and photo documentation of site activities.

AWS first removed ventilation hoods and ductwork from the two ovens.  All metal was scrapped of any residual particulate material and placed in roll-off boxes for scrap metal.  The waste was then removed from the oven bases and placed into a lined roll-off box approved for hazardous waste transport.  A backhoe with shovel and jack-hammer attachments was used by AWS to break apart the remaining solidified waste and load it into the roll-off box.  The northeast oven (steel/descale tank- batch process room) base was cut apart utilizing an acetylene torch.  The southwest oven (steel/brick oven- salt and soda room) base was demolished utilizing a cutting saw and backhoe with the jack-hammer attachment.  In addition, a small (3' x 3' x 4') aboveground tank which was formerly part of a potassium permanganate process, was removed.  The remaining sludge at the bottom of the tank was removed with hand shovels and placed in the hazardous waste roll-off box.  The tank was then cut apart using a acetylene torch.
