1.1.1 Incident Category

City of Atlanta reported 15 drums of oily substances, at least one of which is leaking into the street.  Initial perceptions indicate that one drum may contain used glycerol and that these drums are leftover from a backyard biodiesel operation. City of Atlanta


1.1.2 Site Description

15 drums of oily substances, at least one of which is leaking into the street are located on the right of way of Echo Street, Atlanta, Fulton County, GA The neighborhood appears is a mixed residential commercial and light industrial, with residences one half block south.

1.1.2.1 Location

1.1.2.2 Description of Threat

15 drums containing unkwon substances were found abandoned and leaking at the entrance of an abandoned commercial builing. At least three drums have spilled their contents onto the road. According to workers interviewed the area has flloded in numerous ocaasions and the drums have been either been partially to completely submerged under flood waters from an adjacent unnamed creek. Substances leaking from the overturned drums appear to be of a oily/grease nature. Unkown sunstances from the leaking drums has been spread along the surface of the road as cars drive over the spilled material. An approximately 200 feet long by 14 feet wide oily coating is visible over the surface of the road.

EPA and ERSS personnel mobilized to the site and based on color, consistency and basic hazard categorization what appears to be two wastestreams. Samples were collected and sent to the laboratory for analytical.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

EPA Region 4 OSC and ERRS personnel mobed to the site to conduct an initial assessment and take actions to ameliorate the existing situation.  At least three drums have spilled their contents onto the road. According to workers interviewed the area has flloded in numerous ocaasions and the drums have been either been partially to completely submerged under flood waters from an adjacent unnamed creek. Materials appear to be of an oily/grease nature and have been spread along the surface of the road as cars over the spilled material. An approximately 200 feet long by 14 feet wide oily coating is visible over the surface of the road.

On 06/29/2010 ERRS over packed all abandoned drums and collected samples for analytical.  ERRS personel applied absorbent material to the pavement and scraped materials from road surfaces. Absrobent material and a motorized roller brush was used to remove spilled materials from road surfaces. Absorbent materail was then placed in drums for disposal.
