1.1.1 Incident Category
PRP-led Time Critical Removal Action at an NPL Site.

1.1.2 Site Description
Previously operated as Bremerton Gasworks, a manufactured gas production and storage facility, the site is now a privately owned mini-storage facility, an additional privately owned and unused property, and an adjacent beach managed by the Department of Natural Resources.

1.1.2.2 Description of Threat
Polyaromatic hydrocarbons and oily liquid have been seen on the beach and have caused a sheen in Port of Washington Narrows.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
A removal assessment performed in July 2013 found widespread contamination of the beach with polyaromatic hydrocarbons above the site-specific carcinogenic risk level of 8 mg/kg.

2.1.2 Response Actions to Date
This Time-Critical Removal Action was performed by Cascade Natural Gas and its contractors.  On 5/31/2013, EPA and Cascade Natural Gas signed an agreement to perform a removal evaluation, a removal action, and a remedial investigation.  Cascade immediately began planning the removal evaluation which they performed in July 2013.

The removal evaluation identified widespread polyaromatic hydrocarbon contamination of the beach.  Cascade also found black oily liquid under the beach surface near the old winch house. Cascade agreed to perform a removal action to cover and contain the oily liquid to prevent it from migrating and to prevent people from coming in contact with it. Due to the extensive spread of PAH contamination on the beach, EPA agreed that additional beach cleanup would be better addressed by the EPA Remedial Program. 

EPA approved a Time-Critical Removal Action Memorandum on 9/30/2013. Cascade began the Time-Critical Removal Action on 10/8/2013 and completed it on 11/4/2013. The Removal Action consisted of numerous tasks, the primary one being capping a section of oil-contaminated beach with a 50' by 50' organo-clay mat.

Cascade Natural Gas is a PRP and has an AOC in place with EPA.  Other PRPs have also been identified and may be contacted during the RI/FS phase.

  Cascade Natural Gas contracted with three environmental firms to perform the removal action:
Aspect Environmental - upland technical oversight
Anchor QEA - marine/beach technical oversight
Clear Creek - contracted with a crane service and performed the removal action tasks.

A representative of Cascade Natural Gas was on-site during removal activities.

The OSC was on-site only on 10/14/2013 because the performance of the removal action coincided with a 16 day federal government shutdown. The removal action was not postponed due to the shutdown because restrictions caused by the scarcity of low tides and an impending closure of the fish window for beach work would have delayed the action until the Summer of 2014.
