1.1.1 Incident Category
This incident started with the Kitsap Health District investigating reports of sheens between 8/20/2010 and 10/4/2010 and then finding a subsurface concrete pipe on the beach leaking creosote to beach sediment and marine waters. EPA conducted a site visit within 24 hours of receiving the report, which then transitioned to a removal assessment and sampling, which then transitioned to an emergency response removal action (deployment of boom within 24 hours of receiving report from Kitsap Health District).  The incident then transferred to the USCG who performed a removal assessment, followed two nights later by a USCG removal action (deployment of two-level boom), followed the next night by a joint USCG/EPA removal assessment and sampling event.

The rocky marine beach adjacent to and north of the Old Bremerton Gasworks site. 

1.1.2.1 Location
The beach north of 1725 Pennsylvania Avenue, Bremerton, WA 98310

1.1.2.2 Description of Threat
Release of Coal Gas Tar (containing PAHs above Regional Screening levels for residential soil) from a leaking concrete pipe joint to the beach and Washington Narrows marine water.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Visible black oily contamination at beach surface appears to cover approximately 100 square feet of visible beach surface, starting approximately 60 feet below high tide mark.  Visible contamination extends to an unknown depth of soil (but at least two feet bgs in places) and continues out into the water below the low tide line. Sheens have been reported drifting at least as far west as the Port of Washington Narrows marina.

Both EPA and USCG have performed both removal assessment and removal actions at the site this week.

2.1.2 Response Actions to Date
Hard boom was deployed at high tide on 10/5/2010 by the EPA ERRS subcontractor, Global Diving.  The boom appeared to be ineffective so Global Diving removed the boom on 10/7/2010.  On 10/8/2010, working for the USCG, Global Diving installed a two-level boom during a low tide to contain the DNAPL and LNAPL phases of the coal tar creosote contaminant.

USCG Petty Officer Kevin Mallick was designated the chief Safety Officer for the response and USCG has written a Health and Safety Plan for the response which includes EPA and EPA contractor activities to-date.

Hanady Kader has been designated the EPA PIO.  Washington Department of Natural Resources PIO is Jane Chavey. USCG PIO is Jennifer Osborne.

2.7.2 Community Involvement Coordinator
No EPA CIC has been assigned yet.  Kitsap Health District Grant Holdcroft and EPA OSC Kathy Parker are currently responsible for addressing Community Involvement concerns at the site and their contact information is posted on the warning signs at all beach accesses to the contaminated area. 

3. Participating Entities
  3.1 Unified Command
Unified command currently consists of EPA (OSC Kathy Parker), USCG (represented by Petty Officer Kevin Mallick), WDNR (represented by Spill Responder Shane Cothern), and the Kitsap Health District (represented by Grant Holdcroft).

As of 10/9/2010, USCG and EPA have agreed that the USCG will take the lead on response activities occuring on marine water and tidal land below the high water mark and EPA will take the lead on response activities occuring on land inland from the high water mark. EPA will support the USCG with sampling and air monitoring as needed. WDNR, while staying engaged in the planning, has declined to perform any assessment or removal activities and has requested that EPA or USCG perform all necessary actions.



3.2 Cooperating Agencies
The City of Bremerton Mayor Patty Lent has been briefed on the site and activities through 10/8/2010.   She has stated that she fully supports the anticipated removal activities and has offered assistance in contacting and negotiating the cooperation of the Sesko property owner.

The Suquamish Tribal Chairman has been briefed on the site activities through 10/8/2010 and the shellfish bed closure in the area.

The Washington Department of Ecology referred the Kitsap Health District to EPA for assistance in addressing the black oily release.

  On Monday 10/4/2010, 2 Kitsap Health District responders were on-site.

On Tuesday 10/5/2010, 1 EPA OSC and 2 Kitsap Health District responders were on-site in the morning. In the afternooon 1 EPA OSC and 4 Global Diving staff were on-site.

On Wednesday 10/6/2010, USCG was on-site.

On Thursday 10/7/2010, Global Diving staff were on-site.

On-site Friday morning 10/8/2010 were: 1 EPA OSC, 1 EPA SAM, 2 Global Diving staff, 1 ERRS RM, 3 USCG, 4 WDNR, 1 Kitsap Health.

On-site Friday evening 10/8/2010 through Saturday morning 10/9/2010 were: USCG, Global Diving.
 
On-site Saturday afternoon 10/9/2010 were: 1 EPA OSC, 3 USCG, 2 START.

On-site Saturday evening 10/9/2010 through Sunday morning 10/10/2010 were: 1 EPA OSC, 4 Global Diving staff, 2 USCG, 2 USCG Strike Team, 5 START.
