2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
Due to favorable weather and dryer conditions, additional timber mats were installed for access and crews excavated contaminated soils in SA7.  All non-TSCA (<50ppm PCB) soils were excavated, solidified with cal cement, and transported off site for disposal by March 28.  All TSCA soils (>50ppm PCB) were excavated, solidified with cal cement, and staged for transport and disposal by March 30.  Transportation of TSCA soils began on March 30 and should be completed by April 4.  Backfilling and restoration activities will  commence as soon as possible contingent on positive results of post-excavation sampling conducted in SA7 on March 27 and 30.

Construction activity resumed on the Jonn Street staging/solidification pad (staging pad).  The sand base atop the liner was graded and crews installed plastic "geo-grid' and rock atop the sand.  The "geo-grid" and rock will serve as a working area and drainage layer for liquids running off contaminated sediments to be staged there for dewatering and solidification prior to transport and disposal.  The staging pad is approximately 60% constructed and will be completed by April 6.

2.1.2 Response Actions to Date
From February 25 to March 30, U.S. EPA, START and ERRS contractors conducted the following activities:

Site Activities
- Install 45 timber mats in SA7 to provide access to excavation area, mobilize heavy equipment, and complete clearing/construction of staging/load out area located at 423 Reed Street;
- Clear downstream debris and vegetation at north end of SA7 to provide access to creek for installation of silt curtain and emergency boom if needed in downstream creek channel;
- Excavate, solidify and load out 432 tons (approx 450 yds) of non-TSCA contaminated soils for disposal at a Subtitle D landfill in Marshall, Michigan;
- Excavate, solidify and load out approximately 350 tons (approx 350 yds, actual tonnage to be provided in POLREP #7) of TSCA contaminated soils for disposal at a licensed PCB waste landfill in Belleville, Michigan;
- Mobilize heavy equipment and crew to continue construction on John Street staging pad;
- Conduct confirmatory sampling in SA7 following excavation of contaminated soils; and
- Conduct perimeter and personnel air monitoring.

Project Management Activities
- Conduct weekly update meetings with Kalamazoo City on site progress;
- Meet with Planning, Public Works and Parks and Recreation Department representatives to solicit    input on Restoration Plan document;
- Review, comment and finalize de-watering contractor report on ground water pump test in SA6;
- Begin needed repairs on U.S. EPA's mobile water treatment system in preparation for mobilization to John Street staging area for treatment of run-off from staging pad; and
- Plan restoration and re-grading of excavated and access road areas in SA7;
- Plan soil sampling in Upjohn Park;
- Prepare and review cost analysis of various dredging approaches in SA6; and
- Plan for mobilization into SA6 to conduct dredging in creek channel.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The major PRP for this portion of the Allied Paper Inc./Portage Creek/Kalamazoo River Superfund site was dissolved through bankruptcy proceedings in April 2010.  Other PRPs are being evaluated.

Site Activities
- Complete transport and disposal of remaining TSCA contaminated soils staged in SA7;
- Remove, decontaminate and transport timber mats and all other controls used to establish access in SA7;
- Backfill excavation and grade SA7 in preparation for seeding per Restoration Plan;
- Complete construction of John Street staging pad;
- Perimeter and personnel air monitoring;
- Conduct surface soil sampling in Upjohn Park;
- Construct access road into SA6; and
- Begin mobilization of equipment and materials to support dredging operations in SA6.

Project Management Activities
- Data validation, QA review of sampling results from confirmatory sampling in SA7;
- Plan and source materials, sub-contractors and equipment to support dredging operations in SA6;
- Prepare U.S. EPA's mobile water treatment system for mobilization to John Street staging area; and
- Continue weekly progress meetings with City of Kalamazoo.
