2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
Restoration activities including backfilling, re-grading, rock-removal, and fence removal were completed in SA7.  Restoration will be completed once post-construction sampling and elevation surveying are confirmed and trustees approve site-specific plans for SA7 developed pursuant to the overall project Restoration Plan.

Equipment and materials were mobilized into the SA6 dredging area at Stockbridge Avenue. Additional clearing and grubbing was necessary along the eastern bank of the creek to ensure proper signal for the Real Time Kinematic Global Positioning System (RTK GPS) to be used on the excavator during contaminated sediment removal; this clearing and grubbing was completed on April 27. Plans were finalized for isolating the creek channel and pumping creek water around the excavation area during dredging operations.  Dredging operations are expected to begin in SA6 in late May.

2.1.2 Response Actions to Date
From April 14 to April 27, U.S. EPA, START and ERRS contractors conducted the following activities:

Site Activities
- Removed, decontaminated and transported timber mats from SA7 to John Street Staging area;
- Removed rock, re-graded and seeded entrance to SA7 at 423 Reed Street;
- Demobilized all heavy equipment and materials from SA7;
- Collected post-construction confirmation samples from roads and support areas in SA7;
- Conducted post-backfill/grading elevation survey in SA7
- Cut and removed additional tree limbs from Axtell Creek;
- Mobilized equipment, controls (i.e., frac tanks, solidification boxes), and materials (i.e., corn cob drying agent) to support dredging operations in SA6;
- Cleared and grubbed additional trees from the east and west creek banks in SA6;
- Created support equipment entrance on north side of SA6;
- Continued constructing working surface along creek banks to support dredging equipment in SA6;
- Conducted pre-excavation site survey with structural engineer in SA6; and
- Conducted work area perimeter air monitoring.  Results continue to be below the action level of 2.5 mg/m3 sustained for 1 minute.

Project Management Activities
- Conducted weekly update meetings with Kalamazoo City on site progress;
- Met with ecological consultant to initiate development of site-specific restoration plans for SA5 and SA6;
- Conduct data validation for 18 surface soil samples collected from Upjohn Park;
- Completed Pre-Sediment Removal Structure Feature Assessment report for SA6;
- Arranged for relocation of phone line in SA6;
- Contacted local utility company to arrange guide wires to be moved from power poles in SA6; and
- Completed diagnostic testing of the electrical system on U.S. EPA's mobile water treatment system in preparation for mobilization to Site.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The major PRP for this portion of the Allied Paper Inc./Portage Creek/Kalamazoo River Superfund site was dissolved through bankruptcy proceedings in April 2010.  Other PRPs are being evaluated.

  2.2 Planning Section
   

A summary of removal activities that will take place in the upcoming week(s) include:


Site Activities
- Mobilize equipment and materials to support dredging operations in SA6;
- Install piping, and sump for bypass pumping system along east and west banks of creek in SA6;
- Construct working surface along creek banks to support dredging equipment in SA6;
- Install environmental controls including storm drain inlet protection, tire wash station, sediment curtain, silt fence and mulch blanket in SA6; and
- Continue perimeter and personnel air monitoring near site activities.

Project Management Activities
- Continue weekly progress meetings with City of Kalamazoo;
- Complete site-specific restoration plans for SA5, SA6, and SA7 for review by trustees; and

- Complete needed repairs, mobilize and set up U.S. EPA's mobile water treatment system at John Street staging area for treatment of staging pad drainage water.
