2.1 Operations Section

|
2.1.1 Narrative
Crews continued mobilizing equipment and materials to the SA6 dredging area. A large bypass pumping system was constructed, installed and tested to route the creekwater flow around the dredging area. The first section of 3 sheet pile coffer dams began to isolate dredging areas between Stockbridge Avenue and Lake Street. Dredging operations are expected to begin in SA6 by the end of the month.
2.1.2 Response Actions to Date
From April 30 to May 12, U.S. EPA, START and ERRS contractors/sub-contractors conducted the following activities:
Site Activities - Staging Pad
- Shipped 3 loads of C&D debris (88.72 tons, ~130 yds) from staging pad to C&C Landfill in Marshall; and
- Received and staged coir logs for restoration activities along creek edge.
Site Activities - SA6
- Secured Lake Street entrance with temporary gate;
- Installed "Trucks Entering Highway" signs east and west of Stockbridge Avenue entrance;
- Created support and first aid area for work crews;
- Installed additional environmental controls in and around work area (silt fence, silt curtain, sand bags, geotextile in storm drains);
- Mobilized equipment (i.e. 2 24" pumps, wheel loader, fuel tanks), controls (i.e. sound dampening curtains, containment mat for fuel tanks) and materials (HDPE pipe) for bypass dewatering system;
- Excavated and stabilized sediment in creek bed to create sump for bypass dewatering pump intakes;
- Cleared and grubbed additional trees on east bank of creek to support 30" HDPE pipe;
- Fusion welded and installed over 950' of 30" HDPE pipe for bypass dewatering system;
- Installed gabion baskets to diffuse bypass system discharge at Lake Street bridge;
- Tested by pass pumping system (primary and backup pumps);
- Installed 6" sump pump at parking lot drain from Lake Street Barn parking lot;
- Installed first section of sheet piling near bypass pump at Stockbridge Avenue; and
- Conducted work area perimeter air monitoring. Results continue to be below the action level of an average of 2.5 mg/m3 sustained for 1 minute.
Project Management Activities
- Conducted weekly update meetings with Kalamazoo City on site progress;
- Provided a site tour to natural resource representatives from MDEQ, U.S. FWS, and NOAA which included the completed SA7 excavation area and site preparations for dredging in SA6;
- Contracted with railway to maintain a flagger along railroad to ensure worker safety during bypass pumping system pipeline installation;
- Conducted door to door outreach to residents near the Stockbridge Avenue bridge regarding noise generation from creek bypass pumping system;
- Met with ecological consultant to identify Japanese Knotweed in SA6;
- Consulted MDARD for procedure to eradicate Japanese Knotweed identified in SA6;
- Conducted pre-excavation video survey along creek banks in SA5;
- Conduct data validation for post removal construction soil samples collected from SA7;
- Secured wet dredge and dewatering contract; and
- Finalized SA6 technical memorandum revision #2.
- 2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The major PRP for this portion of the Allied Paper Inc./Portage Creek/Kalamazoo River Superfund site was dissolved through bankruptcy proceedings in April 2010. Other PRPs are being evaluated.

Site Activities - Staging Pad
- Receive, dewater and load out contaminated sediments removed from SA6 for disposal; and
- Stage, maintain and support heavy equipment, materials and supplies for dredging operations.
Site Activities - SA6
- Complete installation of remaining sheet piling to isolate 3 dredging areas;
- Continue to construct working surface along creek banks to support dredging equipment;
- Construct sand bag coffer dam at Lake Street bridge;
- Start up bypass pumping system to divert creekwater around dredging area;
- Begin sediment excavation, solidification and transport of contaminated sediments from first isolation area; and
- Continue perimeter and personnel air monitoring near site activities.
Project Management Activities
- Continue weekly progress meetings with City of Kalamazoo;
- Complete site-specific restoration plans for SA5, SA6, and SA7 for review by trustees;
- Finalize plans to mobilize contractor for restoration activities after dredging operations are complete;
- Finalize plans for installation of creek de-watering system for second dredging area; and
- Complete needed repairs, mobilize and set up U.S. EPA's mobile water treatment system at John Street staging area for treatment of staging pad drainage water.
