2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Dredging and backfilling operations were completed in SA6 (grids SA6-2 thru SA6-14). Site controls, supplies and equipment is being demobilized from this area will be removed by the end of June. Site preparation for dredging operations are underway along Axtell Creek, with dredging operations scheduled to begin in early July.
2.1.2 Response Actions to Date
From June 9 to June 22, EPA, START and ERRS contractors/sub-contractors conducted the following activities:
Site Activities - SA6
- Excavated and stabilized contaminated sediments from grids SA6-11 thru SA6-14;
- Completed post-excavation sampling in grids SA6-11 thru SA6-14 to confirm cleanup goals were met. All confirmatory sample results for SA6 were under the performance standard of 10 mg/kg. Two sample grid results were above the performance standard goal of 1 mg/kg. Eight grids required over-excavation from the original target dredge depths. One result for SA6-14 was pending from the laboratory at the time of this report and will be added to the table below once received;

- Completed backfilling in grids SA6-7 thru SA6-14;
- Removed all sheet pile coffer dams installed to isolate dredging areas;
- Removed groundwater de-watering systems;
- Began demobilization of site controls; and
- Conducted personnel air monitoring, stream turbidity, upstream/downstream water quality, noise level, and perimeter particulate monitoring in work areas with all results below action levels.
- Collected wipe samples from decontaminated equipment.
Site Activities - Staging Pad
- Received and further solidified contaminated sediments excavated from SA6;
- Loaded out 34 trucks of solidified sediments (PCB levels < 50ppm) for disposal at C&C Landfill in Marshall, MI;
- Loaded out 5 trucks of solidified sediments (PCB levels > 50ppm) for disposal at Wayne Disposal in Belleville, MI;
- Treated 33,530 gallons of contaminated drainage water in EPA's mobile wastewater treatment system, and collected effluent samples.
Site Activities - Axtell Creek
- Removed large trees along south bank and brush on north bank of creek;
- Prepared work area on south bank of creek for heavy equipment staging; and
- Began installation of sheet pile coffer dams to isolate dredging area.
Site Activities - SA5D
- Removed large diseased and/or dead trees along east and west banks of Portage Creek south of Crosstown Parkway.
Project Management Activities
- Conducted update meetings with Kalamazoo City on site progress;
- Met with sub-contractor regarding tree plantings for SA7, SA6 and SA5;
- Conducted site tour of staging pad area with State natural resource trustees and Bronson Methodist Hospital officials to discuss future use of property once project is complete; and
- Conducted data validation for post-removal confirmation sediment samples collected from SA6.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The major PRP for this portion of the Allied Paper Inc./Portage Creek/Kalamazoo River Superfund site was dissolved through bankruptcy proceedings in April 2010. Other PRPs are being evaluated.

- Complete streambank stabilization activities;

- Install sheet pile coffer dams to isolate dredging area;
- Install bypass pumping system around excavation area; and
- Install all other site controls and mobilize in heavy equipment/materials to support dredging activities.
Site Activities - SA5D
- Install sheet pile coffer dams at the Lake Street and Crosstown Parkway bridges.
Project Management Activities
- Continue weekly progress meetings with City of Kalamazoo;
- Solicit bids for installation/operation of Portage Creek bypass pumping system to isolate dredging areas in SA5D&C;
- Solicit bids for installation/operation of Portage Creek groundwater dewatering system in SA5D&C; and
- Complete site-specific restoration plans for SA5, SA6, and SA7 for review by trustees.
