2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
Preparations for seasonal mobilization began during this reporting period.  Site preparations are underway in SA5A, SA3A and SA1B&C in anticipation of dredging activities during the 2013 construction season.  Work is scheduled to begin in SA5A on March 18.

2.1.2 Response Actions to Date
From November 1 to February 26, EPA and ERRS contractors conducted the following activities:

Site Activities - Axtell Creek, SA5D & SA5C
- Completed site restoration activities in accordance with the site Restoration Plan.

Site Activities - Staging Pad
- Pumped out and transported approximately 78,500 gallons of potentially contaminated contact water from the staging pad sump for treatment off site (see Table in Section 2.1.4).

Project Management Activities
- Conducted progress meetings with City of Kalamazoo;
- Conducted data validation for pre-removal confirmation core sampling conducted in SA5A & SA3A as well as post-construction sampling in SA5D & SA5C;
- Conducted data validation of surface water and water treatment samples;
- Reviewed Post-Removal Structure Feature Assessment reports for Axtell Creek, SA5D & SA5C;
- Provided progress update presentation at the January 9, 2013 Allied Paper Inc./Portage Creek/Kalamazoo River Superfund Site Public Meeting
- Continued discussions with property owners in SA3A, SA1C, SA1B and SA1A on consent for property access;
- Obtained consent for access from property owners in SA5A, SA1C & SA1B for site activities;
- Coordinated with property owner(s) in SA3A, SA1B & SA1C regarding tree removal to support access and staging areas;
- Developed and submitted a proposed closure plan for the Dutton Street bridge in SA5A to the City engineer;
- Drafted, updated or revised the SA5/Axtell Creek Technical Memorandum, SA3A Technical Memorandum, Traffic Control Plan, and QAPP; and
- Conducted meetings and site walks with sub-contractors to plan and prepare for 2013 construction season.

  2.2 Planning Section
    A summary of removal activities that are anticipated to take place from February 26 to March 29 include:
 
Site Activities - John Street Staging Area
- Continue to pump out and transport potentially contaminated contact water from the staging pad sump for treatment off site on an as-needed basis;
- Mobilize support equipment and conduct start-up operations of mobile waste water treatment plant; and
- Mobilize heavy equipment and materials to support contaminated sediment staging and load out operations.

Site Activities - SA5A
- Locate utilities in the vicinity of anticipated bypass sump and sheet pile coffer dam locations;
- Close hospital staff parking lot and Dutton Street bridge to vehicular traffic to establish staging area;
- Establish, construct and secure equipment & material staging area;
- Install sheet pile coffer dams;
- Install creek bypass pumping system;
- Install isolation dewatering system; and
- Construct access along creekbank to support dredging equipment & contaminated sediment load out.

Site Activities - SA3A
- Complete additional clearing & grubbing activities in staging and support areas;
- Locate utilities in vicinity of anticipated sheet pile coffer dam installation and soil boring locations; and
- Characterize sub-surface soils along abandoned railroad right-of-way bisecting property through soil borings.

Site Activities - SA1B & SA1C
- Begin clearing & grubbing activities to facilitate access to dredging areas.

Project Management Activities
- Resume weekly progress meetings with City of Kalamazoo, including property owners upon request;
- Conduct pre-construction activity roadway inspections; 
- Begin development of area specific restoration plans in SA5A, SA3A, SA1B & SA1C;
- Conduct pre-construction work area sampling in SA5A & SA3A;
- Conduct pre-construction surveying and benchmark placement in SA5A & SA3A;
- Obtain access agreements from remaining property owners in SA3A, SA1B, SA1C & SA1A;
- Complete draft SA3A Technical memorandum and share with property owners for input;
- Evaluate restoration work conduct in 2012 to determine if any re-plantings, etc are required.
- Finalize revisions to QAPP, SA5/Axtell Creek Technical Memorandum and Traffic Control Plan; and
- Continue planning for removal operations in SA3A, SA1C & SA1B.
