1.1.1 Incident Category

1.1.2 Site Description
The site is a 20-acre property in an industrial/commercial area with an abandoned house and cynder block outbuilding.  There are numerous semi-trailers on-site that were used for storage.  One trailer contained approximately 150 five-gallon containers of flammable paint waste.  Numerous 55-gallon drums were strewn throughout the site, are either empty or mostly empty.  The McClaughry Drain flows through the site on the east side of the property.

1.1.2.1 Location
The site is located at 37545 Van Born Road, Romulus, Wayne County, Michigan.

1.1.2.2 Description of Threat

The threat of fire or explosion existed due to the presence of ignitable liquids in containers.  Summer temperatures in Michigan can easily reach above 90o F, which could have resulted in the presence of flammable vapors.  The property is vacant, which could have led to potential trespassing and vandalism.  A fire could have produced toxic gases, irritants, hazardous smoke, and contaminated fire suppression water runoff.


1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
U.S. EPA and START documented the presence of approximately 150 paint waste cans marked with "Flammable" labels with no secondary containment.  U.S. EPA met with the lender's environmental consultant on-site.  The lender has agreed to a voluntary cleanup of the property with U.S. EPA oversight.

2. Current Activities

    2.1.1 Narrative
U.S. EPA responded to the site located at 37545 Van Born Road in Romulus, Wayne County, Michigan at the request of the City of Romulus. START was activated to conduct air monitoring and sampling.

U.S. EPA observed many semi-trailers at the site being utilized as storage containers. One trailer had approximately 150 five-gallon paint containers. Many other drums existed at the site, but almost all were empty to mostly empty.

The site has been foreclosed by the lender (Bond Corporation). Bond Corporation hired an environmental consultant and cleanup contractor and conducted a voluntary cleanup at the site. U.S. EPA monitored the situation and cleanup progress.

2.1.2 Response Actions to Date
On 11/23/2011, Environmental Recycling Group (ERG) conducted removal of the containers at the site.
