Discharge of water and oil from an operating facility.
1.1.2 Site Description
ZXP Technologies is a formulation and repackaging facility of oil products. The facility is in an area of mixed commercial and residential use.
1.1.2.1 Location
The facility is located at 409 E. Wallisville Road, Highlands, Harris County, Texas.
1.1.2.2 Description of Threat
The facility discharged a mixture of oil and water into a ditch that flows into/becomes Spring Bayou, a tributary of Burnet Bay, Burnet Bay is a tributary of Trinity Bay.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Harris County Pollution Control and EPA are conducting criminal investigations of the discharge. The RP's contractor is monitoring downstream booms and removing residue from near discharge point.

2.1.1 Narrative
At 0900 hours ZXP Technologies reported to the NRC (Report # 1003406) that a coupling became disconnected causing the release of 50 gallons of oil into an unnamed ditch due to a pipe coupling becoming unhooked. Additional evaluation by Harris County Pollution Control indicated that additional investigation was required.
2.1.2 Response Actions to Date
The RP's contractor, SWS, has deployed booms south of Battlebell Road at the east end of Listi Road, An additional boom was deployed south of State Route 330.Harris County Pollution Control has collected soil and water samples at the discharge point and from the source.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Harris County Pollution Control is investigating the discharge as potentially being an intentional release by ZXP Technologies.

The RP's contractor will remove the oil from the ditch and monitor the booms through the next couple of rain events under the direction of the TCEQ. The EPA's criminal investigation will provide assistance to the local investigators upon request.
