1.1.1 Incident Category: Emergency Response

1.1.2 Site Description: At approximately 0900 hours on 7 May 2012 Action Resources Inc., the Potentially Responsible Party (PRP), notified the National Response Center (NRC Report No. 1010747) of an incident that occurred at 0810 hours on 7 May 2012. The incident involved a tractor-trailer transporting 16% Hydrochloric Acid (HCl) to a facility located in Valley View, TX.  Reportedly, the tractor trailer overturned  due to operator/driver error on westbound State Highway 82, approximately 5 miles east of Whitesboro, Grayson County, Texas.  The accident resulted in the release of the majority of approximately 4,500 gallons of the HCl carried by the tanker onto the road and into the Texas Department of Transportation (TXDOT) Right-of-Way (ROW) runoff ditch.

2. Current Activities
  2.1 Operations Section
    On 9 May 2012, EPA START contacted TCEQ to gather updated information on activities conducted after EPA and START departed the site on the evening of 7 May 2012.  TCEQ reported that the RP cleanup contractors removed the first few inches of soil around the localized area of the spill prior to TCEQ departing the scene.  This area was confirmed to have a pH around 7 utilizing field instrumentation.  TCEQ reported they departed the scene at approximately 2100 on 7 May 2012.  The RP contractor continued to work throughout the night and completed the soil removal in accordance with TCEQ and TXDOT guidelines by the morning of 8 May 2012.  TCEQ reported that three rolloff containers were filled with removed soil materials for offsite disposal.  TCEQ also reported that they have requested the RP to collect laboratory confirmation samples to be analyzed for pH.  TCEQ also reported that TXDOT will revegetate the area where the soil has been removed once cleanup activities are complete and confirmation samples have been collected.
