Parking lot of Mann Chemical facility in Warwick, RI. The spill ran across parking lot and down the earthen embankment of the Apponguag Cove, potentially impacting the waterbody.

    2.1.1 Narrative

 

On Wednesday 1/8/2014 at 1019, NRC report 1070423 indicated that there was a 200 gallon sulfuric acid release at the Mann Chemical facility in Warwick, RI on Tuesday 1/7/2014. The NRC report indicated that the release was primarily to the asphalt/ground but an unknown quantity of the sulfuric acid did reach navigable water. The potentially impacted water body is Apponguag Cove, which is a part of Narragansett Bay.  OSC Burgo, as the phone duty officer, spoke with RI DEM and they indicated that they have concerns about the facility and their reporting practices and requesting US EPA response presence on the scene. Upon arrival, OSC England integrated into command and confirmed the initial NRC report.  He also reported that the clean up operation is still underway and will continue into the following day due to harsh winter conditions. The clean up contractor is attempting to neutralize the 98% Sulfuric acid with soda ash and then they are cleaning up the neutralized material along with any material indicating presence of acidic conditions. EPA Region 1 RCRA program and USCG Sector Southeast New England have been notified of the incident.

US EPA did not conduct any removal activities on site, but provided cleanup oversight and supported RI DEM. The PRP (Mann Chemical) hired Triumvirate Environmental to conduct clean up operations under the supervision of RI DEM.
