The spill originated in commercial business garage which flowed to a storm drain into Taylor Brook which flows to the Sugar Creek then Connecticut River.

2.1.1 Narrative
At 1110 NRC report #1700974 came through about a several hundred gallon release to the Sugar River in Claremont NH. After receiving an updated situational report from the on-scene NH DES responder, the estimated spill increased to approximately 1800 gallons with a potential of 4000 gallons from an AST. Based on the limited information available at the time it appears the spill started Sunday night due to a transfer pump failure. The PRP (Howe Motors Dealership) hired Clean Harbors as their cleanup contract, and they are currently enroute. VT DEC has been made aware of the situation in the chance that the spill will reach the Connecticut River.
At 1515 OSC England completed a recon of the impacted property and traced the impacted waterways.
All volumes below are field estimates:
1800 gallons of used motor oil released
1400 gallons remained within the foot print of the storage garage
200 gallons of free flowing product recovered
200 gallons recovered through mechanical means using speedi dry, absorbent pads, and sorbent booms
The majority of the remaining oil is potentially in the storm drain since the sheening in Taylor Brook and the Snake River is fairly light.
The response contractor (Clean Harbors) has set up three different hard boom locations with collection areas and is taking advantage of the natural collections areas along the brook.
At this point the contractors are meeting the clean up requirements set forth by the NH DES responder and EPA resources will not be required. The EPA OSC issued a NOFI at 1548 and is investigating the applicablility of the SPCC Rule since the facility does not have a plan in place. The information will be forwarded to the Region 1 Oil program coordinator.
2.1.2 Response Actions to Date
EPA did not have any removal actions to date. EPA only provided contractor oversight.
The PRP has hired Clean Harbors cleanup contractor. The cleanup contractor has place hard boom along the Taylor Brook and the Sugar River along with absorbent boom/pads. They have vactored the used oil at specific collections points along the river, the storm drain, and at the point or origination within Howe Motors' garage.

EPA oil program has been informed of the incident in regards to SPCC Rule eligibility/requirements.
