Site Description and Location
The vacant Tamarack Stamp Mill Site (TSM Site) is located in Tamarack City, Osceola Township, Houghton County, Michigan 49934. The TSM Site is a former stamp mill that has been abandoned since at least 1978. The main mill building was torn down in 1975, and remaining concrete structures were subsequently dynamited for demolition and scrapping circa 1978 - 1983. Samples collected from historically significant debris piles (HSDP) at the site contained as high as 15% Chrysotile asbestos. The HSDPs containing asbestos were outdoors and within 100 feet of the Tamarack City Park.


Description of Threat and Preliminary Removal Assessment Results

On May 21, 2013, the Michigan Department of Environmental Quality (MDEQ) collected three samples at the TSM Site. All three sample results showed asbestos. On June 6, 2013, MDEQ requested EPA assistance in addressing asbestos at the TSM Site. The site is described in the referral as unrestricted and next to a playground. On August 5 and September 10, 2013, EPA conducted a site assessment. Samples collected by EPA showed 6 of 12 sample locations at the TSM Site contained 5-15% Chrysotile asbestos. The assessment confirmed that the site was unrestricted, and that asbestos debris was outdoors and in close proximity to a public park.

2. Current Activities
  2.1 Operations Section
    Response Actions to Date
On July 16, 2014, EPA, MDEQ, the Osceola Township Supervisor, and the National Park Service (NPS) met on site to discuss the planned removal. EPA was seeking recommendations from NPS on preservation of the historic nature of the site.

On July 28, 2014, EPA, ERRS, and START mobilized to being the cleanup. The planned removal included 1) Development and implementation of a site health and safety plan; 2) Working with NPS on preservation of historical artifacts to the extent practicable;3) Developing and implementing a work plan to remove for offsite disposal and covering debris; 3) Limiting public access to the site during the removal; 4) Conducting air monitoring during the cleanup; and 4) Disposing of hazardous substances at a properly regulated facility.

Work was completed on the site on August 14, 2014. No personal or perimeter air samples exceeded the air monitoring plan action levels. During the work several historic artifacts including milling balls, tools, and drill bits were found. These items were transferred to the NPS for preservation.
