1.1.2 Site Description

1.1.2.1 Location

The site is located at 333 Joseph Street, Marion, Marion County, Ohio.   The GPS coordinates are 41 deg 35 min 43.90 secs north and 83 deg 08 min 5.1 sec west.  The site encompasses approximately 13 acres and is surrounded to the north, east and south by residential properties.   Other industrial properties border the site to the west.   

1.1.2.2 Description of Threat

The building that was located at 333 Joseph Street (encompassing nearly the entire 13 acre parcel) was demolished in 2010 without proper asbestos abatement.   An asbestos survey was performed on the property prior to demolition identifying different types of asbestos containing media (transite panels, floor tile, roofing material, etc).  The Ohio Environmental Protection Agency requested that the US EPA investigate and perform a time-critical removal action at the site in February, 2013 after their sampling indicated that asbestos was present in the debris piles and they exhausted their efforts of requiring the property owner to perform the cleanup.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

Final transportation and disposal of ACM debris and pcb drums occured during this reporting period.   The basement, pipe trench and cistern were backfilled and capped with concrete.   In addition the remaining concrete pad was cleaned. and all personnel and equipment was demobilized from the site.   A total of 685 trucks (8,332 tons) of asbestos contaminated debris and 14 drums of pcb oil were removed from the site during the removal action.

2.1.2 Response Actions to Date

During the week of October 20th, 2014, ERRS began cleaning the the pad with skid steer/brush, floor sweeper, and water. 

On Thursday, October 23, 2014, 14 drums of PCB oil were transported off site for disposal.

During the week of October 27th, 2014, ERRS continued cleaning the remaining concrete pad, and began breaking the roof for the basement/pipe trench.  The City of Marion sewer department visited the site and gave permission for ERRS to block the line leading from the site to the sanitary sewer with cement.    The open holes were backfilled with clean backfill.   Analytical results form the water in the cistern were received and the City of Marion sewer department gave permission to pump the water into the sanitary system in order to backfill the cistern.  The final loads of ACM Debris were transported off site for disposal (8 loads, 135 tons).  START was demobilized from site.

During the week of November 3rd, 2014, ERRS continued cleaning the concrete pad.  In addition, ERRS continued breaking open the basement/pipe trench/cistern and backfilled with clean material.    Once backfilling was complete, the areas were capped with concrete.    In addition to capping areas, small holes were filled with concrete and the remaining metal structure pieces were cut for public safety.   Concrete jersey barriers were brought in to prevent vehicle traffic on the site.  Concrete block were placed on top of all open manholes.

During the week of November 10th, 2014, ERRS completed all field activities and demobilized equipment and personnel from site.
