1.1.2 Site Description

1.1.2.1 Location

The site is located at 333 Joseph Street, Marion, Marion County, Ohio.   The GPS coordinates are 41 deg 35 min 43.90 secs north and 83 deg 08 min 5.1 sec west.  The site encompasses approximately 13 acres and is surrounded to the north, east and south by residential properties.   Other industrial properties border the site to the west.   

1.1.2.2 Description of Threat

The building that was located at 333 Joseph Street (encompassing nearly the entire 13 acre parcel) was demolished in 2010 without proper asbestos abatement.   An asbestos survey was performed on the property prior to demolition identifying different types of asbestos containing media (transite panels, floor tile, roofing material, etc).  The Ohio Environmental Protection Agency requested that the US EPA investigate and perform a time-critical removal action at the site in February, 2013 after their sampling indicated that asbestos was present in the debris piles and they exhausted their efforts of requiring the property owner to perform the cleanup. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In April, 2013, US EPA and the START contractor, Weston Solutions, collected 52 bulk samples from the piles of construction and demolition debris on site.   Twenty-two of the 52 samples tested positive for asbestos (chrysotile) up to 25%.  Asbestos was identified in all 10 distinct piles of debris.  Estimated measurements of the debris piles was 20,000 yards of asbestos contaminated debris was present that required removal. 

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

After obtaining concurrence from US EPA Headquarters to perform an asbestos removal action, EPA and the ERRS contractor(Lata-Kemron) visited the site on July 23rd, 2014 for a site walk and preliminary planning activities.   EPA mobolized the ERRS contractors (Lata-Kemron) and START contractors (Tetra Tech) on September 2, 2014 to begin removal activities. 

2.1.2 Response Actions to Date

For the time period of September 2 through September 12, 2014 site activities consisted mainly of site set-up and preperation for removal.   These activities included support zone set up, hot zone set up, debris pile consolidation, fencing and posting signs, and scraping asbestos tile from the floor.

Water is being sprayed in all areas where activities are taking place for dust control.

While consolidating the debris piles, ERRS noted an area where the concrete was sinking and uncovered stairs that led to a previously unknown basement.   In addition an opening to a pipe trench (7 ft deep by 7 feet wide) that bisected the entire site was discovered.   The basement and trench were inspected for hazardous materials and nothing was found in them.   The openings to these areas were blocked for site safety.

On Thursday, September 11, 2014, ERRS brought down two unbraced walls that were still standing for site safety.

START has conducted perimeter air monitoring for particulates and has collected perimeter air samples beginning on September 4 for asbestos.

On September 10, 2014, sample results for the perimater air samples collected on September 4 and 5 were received.   1 asbestos fiber was detected in one sample collected on September 4th, below the PEL.   all other samples were negative for asbestos fibers.

A site Health and Safety Plan has been developed for the site and a site Health and Safety briefing was conducted on September 9, 2014.   In addition, site sampling plans, monitoring plans and contingency plans has been developed for the site.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

  2.2 Planning Section
    2.2.1 Anticipated Activities

EPA and its contractors will implement an ACM debris management plan using appropriate control measires (wet method) for removal of the ACM debris.   All ACM debris and other hazardous substances, pollutants or contaminants, will be transported off-site for disposal at a CERCLA approved facility.

2.2.1.1 Planned Response Activities

Transportation and disposal of approximately 20,000 cubic yards of ACM debris

2.2.1.2 Next Steps

Transportation and disposal of the ACM debris is scheduled to begin on Monday, September 15.

2.2.2 Issues

The discovery of the basement and trench area is a cause for concern for heavy equipment and truck traffic across the site.   The basement will be demarcated and no traffic will be allowed in the area as the basement ceiling has been compromised.   The trench bisects the entire property from north to south and truck traffic will be required to drive over it.   ERRS will inspect the area several times a day for safety and if necessary, will fill in the trench for stability.

Several ex-employees of the historical manufacturing operations that occured at the site have stopped by and gave information regarding pcb transformers that were present.   PCB samples will be collected from the areas the week of September 15.

An additional water truck was mobolized to the site the week of September 8 and a weak surfactant was added to the spray water to assist in dust control.
