1.1.2 Site Description
1.1.2.1 Location
The site is located at 333 Joseph Street, Marion, Marion County, Ohio. The GPS coordinates are 41 deg 35 min 43.90 secs north and 83 deg 08 min 5.1 sec west. The site encompasses approximately 13 acres and is surrounded to the north, east and south by residential properties. Other industrial properties border the site to the west.
1.1.2.2 Description of Threat
The building that was located at 333 Joseph Street (encompassing nearly the entire 13 acre parcel) was demolished in 2010 without proper asbestos abatement. An asbestos survey was performed on the property prior to demolition identifying different types of asbestos containing media (transite panels, floor tile, roofing material, etc). The Ohio Environmental Protection Agency requested that the US EPA investigate and perform a time-critical removal action at the site in February, 2013 after their sampling indicated that asbestos was present in the debris piles and they exhausted their efforts of requiring the property owner to perform the cleanup.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Transportation and disposal of ACM debris began on Monday, September 15, 2014; however, due to receiving the incorrect truck liners from a vendor, T&D was suspended on September 16, 2014 until the proper truck liners could be obtained. ERRS continued consolidating ACM debris for removal and cleaning the perimeter of the site. Daily air samples were collected at the site perimeter by START and on 25% f the work crew by ERRS.
2.1.2 Response Actions to Date
Water trucks continued spraying water during all intrusive work areas for dust control.
On Monday, September 15, 2014, 32 loads (~640 tons) of ACM debris was transported off site for disposal.
On Tuesday, September 16, 2014, 41 loads (~660 toms) of ACM debris was transported off site for disposal. ERRS obtained a new vendor for truck liners with an anticipated delivery date of Friday, September 19, 2014. START collected samples for PCB anlysis from the areas where transformers where historically present.
On Wednesday, September 17 - Friday, September 19, 2014 T&D of ACM material was suspended until the proper truck liners are received. ERRS continued with debris consolidation and site perimeter cleanup. Windows to the basement were uncovered during the site perimeter cleanup and were secured to prevent entry. Drums that were uncovered during the debris consolidation were overpacked and staged for sampling (the drums were identified during the US EPA site assessment and labeling indicated the drums contained vinegar).
On Friday September 19, 2014 the first shipment of truck liners from the new vendor arrived and T&D of ACM debris is scheduled to restart on Monday, September 22, 2014.
Air monitoring continued daily and no exceedances of the site's Action Levels were observed.
Air sampling continued daily for perimeter air samples and personnel air samples for the work crew. All sample results received this week were non-detect for asbestos fibers.

2.2 Planning Section

2.2.1 Anticipated Activities
EPA and its contractors will implement an ACM debris management plan using appropriate control measures (wet method) for removal of the ACM debris. All ACM debris and other hazardous substances, pollutants or contaminants, will be transported off-site for disposal at a CERCLA approved facility.
2.2.1.1 Planned Response Activities
Transportation and disposal of approximately 20,000 cubic yards of ACM debris

Transportation and disposal of the ACM debris is scheduled to restart on Monday, September 22.
2.2.2 Issues
Original vendor for the truck liners sent approximately 175 liners that were usable while they manufactured the rest of the liners to the correct dimensions. Approximately 750 liners were received on Friday, September 12, 2014 and inspection of the liners determined that they could not be used. ERRS canceled the remaining order and sceured the services of a new vendor to provide the appropriate liners. T&D of the ACM debris was suspended for three days awaiting the new liners. The first shipment of the new liners were received on Friday, September 19 and T&D is scheduled to resume on Monday, September 22, 2014.
