1.1.1 Incident Category
Emergency response to a pipeline spill.

1.1.2 Site Description
The pipeline leak occurred in a agricultural field in a rural area of Belton, South Carolina. A home is located approximately 100 yards southeast of the leak. The pipeline leak is located approximately 1,000 feet southeast of an unnamed tributary which empties Browns Creek which empties into Broadway Creek which empties into Broadway Lake. Broadway Lake empties into the Rocky River.

1.1.2.1 Location
The site is located approximately 300 feet east of the Lewis Road and West Calhoun Road intersection in Belton, Anderson County, South Carolina. The leak occurred on the pipeline adjacent and north of Lewis Drive.

1.1.2.2 Description of Threat
The pipeline spilled gasoline which poses a potential threat to enter the unnamed tributary. The gasoline also poses a hazard to a house located approximately 100 yards southeast of the spill.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Kinder Morgan created NRC Report #1102954 on Dec 8, 2014. The report stated that gasoline had discharged from a 26 inch pipeline due to unknown causes. OSC Booth mobilized to the site on Dec 9, 2014 to conduct oversight of the damaged pipeline repair and remediation.

2.1.2 Response Actions to Date
OSCs Neal and Harper arrived on site on January 21, 2015. Kinder Morgan's contractors were on site conducting ongoing fuel recovery operations from the recovery wells installed on site during the initial emergency response, approximately 115,000 gallons of gasoline have been recovered. The EPA OSC responded back to the Kinder Morgan Pipeline Belton site because of an additional NRC report of gasoline entering the unnamed creek near the slip location. EPA OSC verified that a sheen was on the creek and it was caused by gasoline seeping out of the hillside into the creek. Before the EPA OSC arrived on site, three sets of hard boom and seven sets of absorbent boom were set in the unnamed tributary of Browns Creek. While the EPA was on site the contactors cut a new road through the woods to the creek. They began to dig an interceptor trench and place recovery wells adjacent to the creek. One recovery well in the field between the initial spill location and the creek. Additional hard boom was delivered to site and set across the creek in two more locations. The consultants worked to identify horizontal extent of the gasoline plum using a PID and also assisted in the placement and depth of the recovery trench and wells at the creek.

By 1/22/2015, Kinder Morgan completed the interceptor trench and recovery wells adjacent to the creek. Today an additional seep was discovered along the creek bank and an additional recovery well will be installed at the seep. Their contractors adjusted maintained the existing boom sets in the creek and removed and replaces absorbent booms as needed. Silt fencing was installed between the newly constructed road and the creek. A drill rig was on-site installing temporary wells to help identify the underground plums path from the pipe to the creek. The crews continued recovery operations at designated recovery points in the creek as well as continues to conduct operations and maintenance of the recovery wells at the spill location. As of 1/22/2015, a total of 120,000 gallons of gasoline have been recovered and shipped of site to a fuel recovery facility. By 1/23/2015, Kinder Morgan completed two additional recovery wells at the creek. Their contractors finished a road for the vacuum truck to reach the recovery trench at the creek and began to recovery fuel from those recovery well. A drilling crews continued to install temporary wells to identify the extent of the plume. And the recovery from the existing recovery wells continued near the spill location. EPA OSC demobilized from the site on Friday, SCDEH will continue to monitor the progress of the recovery operation.
