1.1.1 Incident Category
This is an OPA emergency response to a discharge of oil to waters of the United States.
1.1.2 Site Description
This is a response to a discharge of approx 100 bbls of light end crude from a wellhead at the Black Stone #1 which is owned and operated by MS Resources. The discharge traveled for approx 2 miles down Oakey Woods Creek before being contained.
1.1.2.1 Location
The wellhead does not have a mailing address but is found by heading due east of Collins, MS for approximately 3 miles. The GPS coordinates of the wellhead are as follows: Latitude 31.685100 Longitude - 89.468047.
1.1.2.2 Description of Threat
A discharge of approximately 100 bbls of light end crude has occurred. This discharge has impacted waters of the US for approximately 2 miles as well as forced the self evacuation of a nearby resident due to odor for several hours. Continued storm events threaten to increase the migration, necessitating urgent response actions to contain and remove the discharged oil.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Upon arrival on the 16th, the OSC verified the discharge to waters of the US of approximately 100 bbls. The discharge was discovered by a passing truck driver on Hwy 84 and, as a result, the Collins Fire Department executed initial booming containment at Hwy 84. The discharge was secured at the wellhead source and the RP had hired sufficient resources to respond. The OSC, supported by USCG GST moved into unified command with the RP and MSDEQ SOSC. Covington County EMA and the Collins Fire Department entered into the incident command system serving community outreach and public information functions.

April 16, 2015
Initial discovery was made by a passing truck driver on Hwy 84 during the morning of the 16th. The Collins Fire Department provided initial booming and containment at Hwy 84. MSOG was notified by the RP and MSOG then notified MSDEQ who notified the NRC requesting the EPA OSC. The RP hired a response contractor as well as an environmental contractor to conduct both air monitoring and water sampling as needed.
The RP secured the discharge within the first few hours of discovery.
The response operations were divided into 3 zones and response tactics were conducted on a 24 hr basis.
Operational tactics included :
1. Hard boom containment at 3 locations along a 2 mile stretch of impacted creek.
2. Freeing and herding of crude in between the zones to the containment and capture locations.
3. Padding, snaring, soft boom recovery, vac truck and absorbant product named Cellusorb used in as needed locations.

Operations successfully managed an approx 1" precipitation event.
April 17, 2015

The above three operational tactics continued.
24 hr operations were discontinued.
Perimeter air monitoring was discontinued by 1600.
Grubbing and pre-excavation planning (including pipeline locating) were conducted on the 17th for the excavation that was planned immediately downgradient of the wellhead source.
PIO functions were conducted by the City of Collins Fire Chief and County EMA Director. Please see news links on this webpage for further info. Additional outreach was conducted by the RP and the County concerning downstream resident creek use.
Surface water samples were collected in response to a concern from a downstream resident relating to use of the creek for livestock.
Operations successfully managed a less than 1/2" precipitation event.
April 18, 2015
The above three operational tactics continued.
An underflow dam and berm were constructed as part of the preparation for the upcoming excavation adjacent to the wellhead.
Decon activities began for equipment and hard boom.

Additional surface water samples were collected to monitor the creek water quality as it pertains to downstream livestock use.

2.2 Planning Section

2.2.1 Anticipated Activities
NOAA will assist the EPA OSC with determining the potential evaporation rate of the spilled material.
MDEQ is compiling surface water data results and will compare the data to the State Target Remediation Goals (TRG). A link to the TRG table has been placed on the webpage. The determination will be coordinated with the local County EMA and Fire Chief as well as downstream surface water users.
The response actions will commence with excavation activities adjacent to the source area on the 20th.
The response in the creek is expected to transition to operations and maintenance activities on the 20th.
