Site Description
The Carter Color Coat site is located at 6051 Hastings Street in Detroit, Michigan at 42º 22.184′ north latitude and 83º 03.598′ west longitude.  A large six-story concrete and steel frame building covers approximately one-half of the property.  The other half of the property was primarily used for parking.  The property is fenced, but not secure.  The site is located in a mixed residential and industrial neighborhood with residential properties located approximately one-half mile to the southwest of the site.  The site is bordered by Hastings Street to the northeast, Harper Street to the southeast, St. Antoine Street to the southwest, and Piquette Street to the northwest.  Other industrial properties surround the site on all 4 sides.

U.S. EPA conducted a site assessment on December 11, 2008, and found the presence of PCBs, asbestos, and hazardous wastes on Site. Since the U.S. EPA site assessment, there has been continuous activity at the site including: theft of metal from the site (including the site fence), asbestos contamination on facility floors from the metal stealing, and unknown persons actually building structures inside the building with the PCB-contaminated wood blocks.


Current Activities
On Monday, December 15, 2008, EPA contractors completed sweeping the remaining low level PCB-contaminated gross dry solids on the third floor of the building.

On Tuesday, December 16, 2008, U.S. EPA contractors began and completed sweeping the remaining low level PCB-contaminated gross dry solids on the second floor of the building and continued removal of the wood block flooring from the elevator shafts.

On Wednesday, December 17, 2008, U.S. EPA contractors prepared PCB ballasts for disposal, completed removing the wood block flooring from the elevator shafts, and began sweeping the remaining low level PCB-contaminated gross dry solids on the first floor of the building.  START collected a water sample from the truck ramp and dropped off at Environmental Quality for disposal.

On Thursday, December 18, 2008, EPA contractors completed removing the wood block from the elevator shaft and sweeping the remaining low level PCB-contaminated gross dry solids on the first floor of the building.  EPA contractors also continued conducting transportation and disposal of PCB-contaminated wood block flooring and debris.  Approximately 360 yd3 of PCB-contaminated wood block and debris were transported off-site for disposal.  One 20 cubic yard roll off box filled with wood block and debris was also taken off site.

On Friday, December 19, 2008, the site was shut down due to severe winter weather.

On Monday, December 22, 2008, EPA contractors prepared for demobilization.

On Tuesday, December 23, 2008, EPA contractors prepared for demobilization and conducted transportation and disposal of PCB-contaminated wood block flooring and debris.  Approximately 200 yd3 of PCB-contaminated wood block and debris were transported off-site for disposal.

On January 5, 2009, EPA contractors conducted disposal of hazardous waste water, seven drums of PCB ballasts, and 13,700 gallons of non-hazardous waste water from the truck ramp area.  A final site walk was conducted and EPA relinquished control of the site back to the City of Detroit.
