The Carter Color Coat site is located at 6051 Hastings Street in Detroit, Michigan at 42º 22.184′ north latitude and 83º 03.598′ west longitude. A large six-story concrete and steel frame building covers approximately one-half of the property. The other half of the property was primarily used for parking. The property is fenced, but not secure. The site is located in a mixed residential and industrial neighborhood with residential properties located approximately one-half mile to the southwest of the site. The site is bordered by Hastings Street to the northeast, Harper Street to the southeast, St. Antoine Street to the southwest, and Piquette Street to the northwest. Other industrial properties surround the site on all 4 sides.

U.S. EPA conducted a site assessment on December 11, 2008,and found the presence of PCBs, asbestos, and hazardous wastes on Site. Since the U.S. EPA site assessment, there has been continuous activity at the site including: theft of metal from the site (including the site fence), asbestos contamination on facility floors from the metal stealing, and unknown persons actually building structures inside the building with the PCB-contaminated wood blocks.
On Monday, September 29, 2008, U.S. EPA contractors continued removing the wood block floor, stockpiling the PCB-contaminated blocks and debris, and preparing the third, fourth and fifth floors for the use of equipment (i.e. removing hanging metal and other obstructions). To alleviate a Health and Safety concern, a steel frame box was constructed for this site to be used in conjunction with a crane to move the heavy equipment safely between floors. The Polrep picture shows this device. A 40-cubic yard asbestos roll-off box was taken off-site for transportation and disposal.
On Tuesday, September 30, 2008, U.S. EPA contractors continued moving wood block flooring outside to the stockpile area and began picking up PCB capacitors and ballasts for disposal. Preparation also began for a crane to be on site tomorrow to lift skid equipment up to the second floor to continue removal of the PCB-contaminated wood block flooring.
On Wednesday, October 1, 2008, U.S. EPA contractors had a crane on site to move equipment to the second floor and began removing the PCB-contaminated wood block from the second floor.
On Thursday, October 2, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block floor from the second floor and stockpiling the waste outside.
On Friday, October 3, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block floor from the second floor and stockpiling the waste outside.
On Saturday, October 4, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block floor from the second floor and stockpiling the waste outside.
-Continue removal of PCB-contaminated wood block flooring.
-Removal of debris in truck ramp area.
-Decommissioning of above-ground storage tanks.
-Disposal of PCB capacitors and ballasts.

A student film crew showed up on Site on 10/3/2008 and said they had access to the site from the City of Detroit. The OSC checked with the contacts at Detroit Environmental Affairs (DEA) and determined that the film students did not obtain all required permission according to DEA and we informed the students they could not enter or film from the building until it was worked out through DEA.
The students did film the area on 10/4/2008, but from ground level and did not enter the Site building. Members of the film group indicated they also had permits and planned on returning the week of 10/6/2008. The OSC referred them to DEA to work out access. No work activities will occur in close proximity to any film students or their support staff for Health and Safety reasons. The OSC will coordinate this issue further with DEA next week.
