The Carter Color Coat site is located at 6051 Hastings Street in Detroit, Michigan at 42º 22.184′ north latitude and 83º 03.598′ west longitude. A large six-story concrete and steel frame building covers approximately one-half of the property. The other half of the property was primarily used for parking. The property is fenced, but not secure. The site is located in a mixed residential and industrial neighborhood with residential properties located approximately one-half mile to the southwest of the site. The site is bordered by Hastings Street to the northeast, Harper Street to the southeast, St. Antoine Street to the southwest, and Piquette Street to the northwest. Other industrial properties surround the site on all 4 sides.

U.S. EPA conducted a site assessment on December 11, 2008, and found the presence of PCBs, asbestos, and hazardous wastes on Site. Since the U.S. EPA site assessment, there has been continuous activity at the site including: theft of metal from the site (including the site fence), asbestos contamination on facility floors from the metal stealing, and unknown persons actually building structures inside the building with the PCB-contaminated wood blocks.
On Monday, November 3, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block flooring from the fourth floor of the building and stockpiling the material outside.
On Tuesday, November 4, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block flooring from the fourth floor of the building and stockpiling the material outside. U.S. EPA contractors also continued conducting transportation and disposal of PCB-contaminated wood block flooring and debris. Approximately 320 yd3 of PCB-contaminated wood block and debris were transported off-site for disposal.
On Wednesday, November 5, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block flooring from the fourth floor of the building and stockpiling the material outside. U.S. EPA contractors also continued conducting transportation and disposal of PCB-contaminated wood block flooring and debris. Approximately 440 yd3 of PCB-contaminated wood block and debris were transported off-site for disposal.
On Thursday, November 6, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block flooring from the fourth floor of the building and stockpiling the material outside. U.S. EPA contractors also continued conducting transportation and disposal of PCB-contaminated wood block flooring and debris. Approximately 200 yd3 of PCB-contaminated wood block and debris were transported off-site for disposal. U.S. EPA contractors pumped out the unknown liquid of one AST into plastic totes for sampling and disposal.
MDEQ and the City of Detroit were on site to do a site walk through and check on clean up progress.
On Friday, November 7, 2008, U.S. EPA contractors continued removing the PCB-contaminated wood block flooring from the fourth floor of the building and stockpiling the material outside.
On Saturday, November 8, 2008, U.S. EPA contractors completed removing the PCB-contaminated wood block flooring from the fourth floor of the building and stockpiling the material outside. U.S. EPA contractors began scraping the dry solids that remain on the fourth floor of the building for disposal.
On Monday November 10, 2008, U.S. EPA contractors completed the scraping of the dry solids that remain on the fourth floor for disposal. U.S. EPA contractors also removed solids and decommisioned the second of four ASTs for disposal and prepared for the crane to be on site on November 11, 2008, to remove equipment from the fourth floor of the building.
On Tuesday, November 11, 2008, U.S. EPA contractors had a crane on site to remove the equipment from the fourth floor of the building and placed the sweepers on the fifth floor. U.S. EPA contractors completed cutting up the second AST and removed the PCB-contaminated wood block floor from the elevator shaft that was being used to move the PCB-contaminated wood block down to the first floor.
On Wednesday, November 12, 2008, U.S. EPA contractors continued removing PCB-contaminated wood block flooring from the elevator shaft and areas of the first, second and third floors of the building near the shaft where blocks had landed during their removal via the shaft from the building. U.S. EPA contractors also packaged up all of the PCB ballasts and capacitors found throughout the building for disposal and began sweeping the dry solids off of the fifth floor of the building.
On Thursday, November 13, 2008, U.S. EPA contractors decontaminated the equipment that was used to remove the PCB-contaminated wood block flooring. U.S. EPA contractors also continued sweeping the dry solids off of the fifth floor of the building and completed cutting up the second AST and began cutting up the third AST.
On Friday, November 14, 2008, U.S. EPA contractors completed cutting up the empty ASTs. U.S. EPA contractors also removed PCB-contaminated wood block flooring from the entrance of the building and moved debris to stockpile area.
-Continue transportation and disposal of PCB-contaminated wood block flooring.
-Removal and seperation of waste and debris in truck ramp area.
-Prepare AST sludge, PCB capacitors and ballasts and other waste for disposal.
-Disposal of PCB capacitors and ballasts.
-Disposal of AST contents.
-Continue gross removal of all accessible remaining dry solids on all floors of the building.
Heavy rains at site have continued to hamper the removal of remaining low-level PCBs dusts/solids from the facility floors due to leaks in roof and pooling of water. EPA will continue to remove the material as is feasable. Any remaining non-TSCA solids which are not feasible to be removed will be documented as well as the rest of the non-hazardous debris piles on site which EPA is not removing.
