The Carter Color Coat site is located at 6051 Hastings Street in Detroit, Michigan at 42º 22.184′ north latitude and 83º 03.598′ west longitude. A large six-story concrete and steel frame building covers approximately one-half of the property. The other half of the property was primarily used for parking. The property is fenced, but not secure. The site is located in a mixed residential and industrial neighborhood with residential properties located approximately one-half mile to the southwest of the site. The site is bordered by Hastings Street to the northeast, Harper Street to the southeast, St. Antoine Street to the southwest, and Piquette Street to the northwest. Other industrial properties surround the site on all 4 sides.

U.S. EPA conducted a site assessment on December 11, 2008, and found the presence of PCBs, asbestos, and hazardous wastes on Site. Since the U.S. EPA site assessment, there has been continuous activity at the site including: theft of metal from the site (including the site fence), asbestos contamination on facility floors from the metal stealing, and unknown persons actually building structures inside the building with the PCB-contaminated wood blocks.
On Monday, November 17, 2008, EPA contractors removed wood block that had fallen into the trenches located on the first floor of the building and completed moving debris in the parking area to the debris stockpile area, scraped the gross dry solids on the first floor of the building, and removed sludge from the last two ASTs.
On Tuesday, November 18, 2008, EPA contractors stabilized acid solids found in a metal vat on site. EPA contractors also removed debris from the first floor of the building and the truck ramp area. Six drum carcasses with small amounts of unknown contents were found and removed from the truck ramp area.
On Wednesday, November 19, 2008, EPA contractors continued to stabilize the acid solids and removed debris from the first floor of the building and the truck ramp area. An estimated 20,000 gallon sump was found at the bottom of the truck ramp filled with an unknown brightly colored liquid.
On Thursday, November 20, 2008, EPA contractors completed removing debris from the first floor of the building and the truck ramp area. EPA contractors also collected disposal samples, two liquid waste, one from the truck ramp sump and one from the liquids from the ASTs, and one solid waste sample.
On Friday, November 21, 2008, EPA contractors moved debris throughout the parking area into the debris stockpile and continued sweeping the remaining dry solids on the fifth floor of the building.
On Monday, November 24, 2008, EPA contractors continued sweeping the remaining dry solids on the fifth floor of the building.
On Tuesday, November 25, 2008, EPA contractors continued sweeping the remaining dry solids on the fifth floor of the building.
On Wednesday, November 26, 2008, EPA contractors prepared the solid waste on site for disposal, continued sweeping the remaining dry solids on the fifth floor of the building and prepared the site for temporary demobilization.
U.S. EPA and its contractors demobilized from the site on November 26th, 2008, to await analytical results and set up the remaining disposal approvals. All personnel will re-mobilize to the Site on December 8, 2008, to complete the final solids removal and complete disposal activities.
-Continue transportation and disposal of PCB-contaminated wood block flooring.
-Continue gross removal of all accessible remaining dry solids on all floors of the building.
- Dispose of additional waste streams.
-Disposal of PCB capacitors and ballasts.
-Disposal of AST contents.
-Disposal of estimated 20,000 gallons of unknown liquid in the sump found in truck ramp area.
Heavy rains at the site have continued to hamper the removal of remaining low-level PCBs dusts/solids from the facility floors due to leaks in roof and pooling of water. EPA will continue to remove the material as is feasable. Any remaining non-TSCA solids which are not feasible to be removed will be documented as well as the rest of the non-hazardous debris piles on site which EPA is not removing.
